I'm thinking about a move to the US with a new job. Worked there before, this time want to stay...

Now, as this job is sponsored by NASA at a university, its likely I'll be on a J-1 visa with 2 year foreign residency rule. I've worked in the US on the same kind of visa, except I managed to get exempt to this latter rule (dunno how, each time I was federally funded).

If I want to change my immigrant residence status, without leaving the US, how do I do it. I read if your employer is a Government Agency, they can apply for a waiver for you; indeed NASA does this loads of times, but only if they think you're deeply important to the Space Race. The other way applicable to UKers (I don't think fear of persercution applies wink) is to get a "No Ojection to Stay" certificate; is this right, I just need to get a letter from the UK embassy saying they won't mind if I don't come back?

Just wondering if its that easy.

I have no idea. My J1 wasn't subject to the 2 year residency requirement, so it didn't matter.

I'm assuming I'll be 2-year subject, as its federally funded. Having said that, my last postdoc in the US was also federally funded (NSF) but for some reason I got waived the 2 year rule (probably because the IAP-66 didn't explicitly say where my money was coming from). So maybe I'll get lucky!
It seems that so much of the process is luck - getting your forms in on the right day, to the correct desk, to a person who didn't get cut up on the freeway...
