Me again,

Just wondering how you get a SSN for non workers - I'm here on a H-4 visa as a dependent spouse and I am not allowed to work. The SS Administration said that I wasn't allowed a SSN at all, and the DMV are refusing to give me a licence without one.

You need an ITIN number.(individual Tax identification number)
My wife and daughter are on H4's and this is how they have overcome the lack of social security number. I cant remember how she got it now. I'll ask her when I get home and let you know tomorrow.

Hello again Tigger. My HR department supplied the W7 form required to obtain an ITIN number but if you go to the link below you can download a W7.
This number works for most instances a SSN is required.
