Do you need to soak fresh ones from the garden for 24 hours before cooking or not???
No.

Not with fresh peas/beans (also known as a mess of beans).

Just cook them as if they have been soaked already...

Actually there is no need to soak dried black eyed peas (or beans or cow peas depending on where) anyways.

They have a thin skin and will cook in about 45 minutes.

I never soak any beans (overnight) as I tend to prefer the quick soak method, which is to wash, sort, cover with cold water, bring to the boil, boiled for 2 minutes and then remove from fire, cover and let stand for an hour, drain, rinse and they're ready to go.

Depending on what you plan to do with them (good with ham hocks) leave plenty of "snaps" (unshelled, broken [snapped] pieces) for additional flavour..
