My husband is a british-expat living in the DC area. He is older than you, but was around your age when he first moved over 10 years ago. He met most of his friends watching football. There are usually a load of ex-pats in the Lucky Bar (near dupont) during game days. I am not sure if you live in DC proper, if you don't, Summers in North Courthouse/Arlington is another place that shows soccer that draws a crowd. In Bethesda, Maryland, Flanagan's on Cordell Ave. has an expat crowd in for the games, though, they may skew older than your age. If you don't like soccer, I am not really sure where they all hang out.

there is a skew of Brits in the northern VA area i know cus i used to be one of them .
there is a irish /sports bar pub ( cant think of the name it keeps changing anyway ) on the corner
of RT 7 & RT 29 falls church they meet in there sometimes , and there is a whole bunch of them that support dc united football team .
