Not sure he can come on the visa waiver program -isn't one of the questions you have to answer "no" to "Have you ever been denied a visa to visit the USA"?

Could be a real grey area. I know that sometimes when a visa application is rejected, the Consulate official can also stamp your passport with a stamp that denies any entry to the USA and it is not appealable. That doesn't happen very often but at least it didn't happen in your case.

Sounds like he wasn't prepared for his visa interview which is definitely a 'hindsight is 20/20' statement. The usual advice is to take a letter from your employer, proof of property ownership, bank statements etc. I seem to recall mentioning I was staying with my then girlfriend when asked by port of entry officials at San Francisco but they seemed ok with it back then.
