It all depends on if they were able to watch or wanted to watch it on TV. If they had their power turned on I'm sure they would be watching the World Cup.
This event wasn't for Iraqi's it was purely for home (US) consumption.

Is it normal for the head of state of one sovereign country, to pay surprise, formal, visits to another sovereign country, not letting the head of state of the visited country know, untill just before his arrival ?
