Vancouver rates highly in international surveys of 'liveable cities. I've not been there...but the women aren't as loos as in the US (according to Britnets leading Vancouver resident...)
I've spent weekends in Montreal and Toronto. Quebec (I'm told) is tricky if you don't speak French.
There are a few Canadian residents on the board who might jump in with their two penneth.

I have lived in Ottawa since 1963.
Still love the place. It's not the ideal place weatherwise, but it's a great place to bring up a family, good schools and two universities. Montreal is just a 2 hour drive if you want a bit of European flavour.
