You might try this board, they have a bigger middle east section, but come back for better conversation here. http//britishexpats.com/forum/
I did work in the UAE for a couple of months a couple of years ag oand can honestly say I never saw a bike other in the desert where they were fun.
I suspect it's mostly due to the heat, but given the traffic in some parts of Dubai a bike would be the best form of transport.....
Yes we do have motor bikes here, import yours, buy one here, yes they have to be registered, insured etc., not sure if you have to wear a helmet though - but sanity will prevail when you see the driving.
To register and insure your bike you have to be a Resident, and to become a Resident you have to have a Work Permit/Labour Card, etc., which all takes time. Still waiting to register our car that we brought from Bahrain last September. (Don't forget to get your professional Certificates/qualifications attested in the UK before you leave - much easier - FCO and UAE Embassy - probably a link on here somewhere on that subject.)
But Yes, it will be sooooo hot most of the time, our winter is over already and I don't think it was less than 20C and Yes with the traffic it would be the best form of transport.
