Exeter in 3rd place?
Normally I'd be rude about the place but last time I was there for an Exeter vs. Plymouth game, some trouble broke out afterwards in the city centre and I got a bit stuck in the middle of it as the shops started closing their doors to keep it outside.
However, a nice guy with a City shirt on said I could wait with him at the bus stop so the trouble passed us by and I got back to my car ok.
I can't speak from experience these days but there are many immigrants in some of the cities. I remember a distinct difference in London, between the foreigners and the Londoners. I wondered if there was anything in this. I don't know if Newcastle, Liverpool and Exeter have smaller immigrant populations or not.

Don't know too much about the UK my last vist was 23 years ago.
Here in Ottawa I have found that ethnic people appear to be more polite than the general population. Especially Muslim women. Many are serving in stores such as Wal-Mart. They stand out I suppose because of their dress and I have noticed that even if they may not like their jobs they are often the most helpful and pleasant.
