Don't know how this is going to change the status quo in the UK, but at least it's a start, after reading about the "happy slapper" and the documentary on uk TV yesterday about the same issue.

Binge drinking and yobbish behaviour has been a problem in the UK since at least the late eighties as far as I know. There has always been some threatening thug in a pub asking "Ere, did you spill my pint?" Perhaps the problem has just got bigger and we've got different names for them.

Its not a problem exclusive to the UK. Barely a day passes around here without some hysterical news story about underage drunks; college drunks; Red sox watching drunks; Patriot supporting drunks....
Alcohol is as much part of the culture in and around Boston as it is in the Uk. Only this week some puritan councillor in Boston was advocating public drunk tanks fro people having too much of a good time....
After the Red Sox series wins last year and the Patriot's Superbowl wins there was widespread rioting on the various college campuses around the area.
High schoolers getting drunk in parks and on the beaches and then trashing stuff is also a perenial.
Frankly, and it could be a Boston/Massachusetts phenomenon - but things are no different here from anywhere I lived in the UK.
Imean why would you want to dress like this, and walk around?

In the past few years going back to vist friends and family I've seen the change. You cant go into most pubs/bars with a baseball cap on anymore as they cant see your face in the CCTV is what you are told. It's a fairly unpleasent experience going out for a few beers on a friday/saturday night anymore, good to see it's a national policy to make a change.
