The Russian parliament just ratified the Kyoto Protocol so come next Spring it'll be in full effect.

China and India would have been exempt for the first round anyway, but the US is obviously the biggest omission. My view is that the Bush admin didn't ever imagine Russia would have ratified it so let the issue die. I think Kerry has a good campaign strategy here for the next two weeks - he could say he will sign up immediatly if he's elected. I think that might help him out cuz it'd play into one of his issues rather than talkig nabout whether his wife keeps saying very silly things.


EDIT - OK I'm ahead of myself here - the Duma looks like it is ABOUT to ratify. The news on the radio made it sound like a done deal. Woops.

Don't we have to get it through Congress...and didn't we try before and fail....still it'll look good for him if he tries to get it through and the Republican controlled houses (it they still are) don't buy it. The Repubs will look like the bad guys....

I don't believe (with the right incentives) that it will be that bad for the economy.
