I suspect that they are only aiming this type of tax at those UK residents that continue to retain a connection to the UK. It's not aimed at people who emmigrated to another country.
If you take out citizenship in another country and avoid returning to the UK, I don't see how they can demand taxes.
I left in 1963 and last visited in 1982. I no longer have any ties to the UK.

Yeah, if they ever ask me for money I'll tell them to sod off. Nothing they can do about it.....if it really becomes an issue then I'd renounce.
