Hi
Question The INS states that a PR can apply for citizenship after five years; is this five years after entering the country or is it five years after full PR is awarded? (in other words, seven years after entering the country).

It's 5 years after getting PR status (or 3 years if you are married to a US citizen). Any time in the US before getting PR status does not count. I think you can actually apply 90 days before the 5 or 3 year time limit.
Dave.

Thanks Dave. I married an American so I didn't know whether the five year clock started after I got off the plane for the first time as a k1 or from when I - eventually - receive my PR.
Starts from when you got your permanent residency approved - whether it was with the two year provisions or not.
