There's no seeding for the playoffs.

There will still be seeding for the goups at the finals.

You mean 'let's give Germany two teams that they can beat but even so they play crap and then draw one, get a jammy late winner in the other, win the dull 0-0 quarter final on penalties, get into the semi-final and play the outsider team that broke all the odds to get to the semi's, beat them 1-0 with a goal that looked woefully offside - they suddenly find themselves in the final (more by luck than judgment)...where a bad refereeing decision gives the opponents 10 men and the Germans win 2-0 with two moments of genius from nowhere from a dodgy striker.....'.
